Say your Short is 45 seconds at 1080 x 1920 and 30 fps. YouTube lists 8 Mbps video for 1080p at 24 to 30 fps. So 8 Mbps x 45 s = 360 megabits, which is 45 MB of video. Stereo audio adds about 2 MB at 384 kbps. A file near 47 MB is normal for a 45-second Short.
