A creative strategist decides which ads to make next and why. A media buyer decides where the money goes and how campaigns are set up. The strategist owns the message. The buyer owns the budget. Small teams often have one person doing both, and agencies split them as spend grows.

## Side by side

| | Creative strategist | Media buyer |
|---|---|---|
| Main question | What should we make next? | Where should the money go? |
| Owns | Angles, hooks, briefs, test plans | Campaign setup, budgets, bids, audiences |
| Reads first | Hook rate, hold rate, comments, competitor ads | Cost per purchase, ROAS, spend pacing |
| Works with | Editors, designers, UGC creators | The platform, the finance team |
| Output | Briefs and a testing roadmap | Live campaigns and weekly budget calls |
| Fails when | Briefs are vague, tests answer nothing | Budget is spread over too many weak ads |

## A worked week

Say a skincare brand spends INR 10,00,000 a month. Cost per purchase rose from INR 520 to INR 690. That is INR 170 more, or about 33%.

**The media buyer checks:**
- Did budget shift to a weaker ad set?
- Did a bid or budget change reset the learning phase?
- Is one audience overlapping another?

**The creative strategist checks:**
- Did [hook rate](/glossary/hook-rate) fall on the top three ads?
- Are the winning angles tired, since the same people have seen them?
- What angles are rivals running that you are not?

Say the strategist finds that two angles still work and the rest are tired. They write briefs for 6 new ads on those two angles. The buyer launches them in a test campaign at INR 1,500 a day each. That is 6 x INR 1,500 = INR 9,000 a day. The two roles hand work to each other, so name who decides each step.

## Who to hire first

- **Ads run, but results fall when creative gets old:** a creative strategist.
- **Creative is plentiful, but campaigns are messy or budget is wasted:** a media buyer.
- **No team yet:** a freelancer who does both, or an agency. See [agency vs freelancer](/compare/agency-vs-freelancer-for-ads) and [agency vs in-house team](/compare/agency-vs-in-house-team).

## Skills to look for

- **Strategist:** short, specific briefs. Reading hooks and angles in the data. Customer research. See [how to come up with ad angles](/guides/how-to-come-up-with-ad-angles).
- **Buyer:** account structure, budgets, bids, tracking and clean testing.

We make Marxx. It gives a strategist the research half of the week: it tracks competitor ads on Meta and Google, shows trending tactics by lifecycle stage, and builds personas from comments and reviews. We also offer a creative strategist and agency service. See [competitor tracking](/features/competitor-tracking).

## FAQ

### Can one person do both jobs?

In a small team, yes. As spend grows, the two jobs compete for the same hours, so many teams split them.

### Who is paid more?

It depends on city, company and experience. Check current job listings in your city rather than trust a published average.

### Which one improves results faster?

It depends on the problem. If cost per purchase rose because ads tired, new creative helps. If budget sits on weak ad sets, setup helps.
