Ad account structure is how you split an ad account into campaigns, ad sets and ads. Meta has three levels. The campaign holds the objective. The ad set holds the audience, placements, budget and schedule. The ad holds the creative.

## The three levels

| Level | You decide here | Rule of thumb |
|---|---|---|
| Campaign | The goal, such as sales or leads | One campaign per goal |
| Ad set | Audience, placements, budget, schedule | As few as your tests need |
| Ad | The creative and which Page it appears from | Several different ideas per ad set |

All ads in one ad set share the same audience, placements, budget and schedule (Meta Help Centre, checked 2026-10-20).

## Why fewer ad sets often win

Meta learns per ad set. An ad set usually leaves the [learning phase](/glossary/learning-phase) after about 50 results in the week after its last significant edit (Meta Help Centre, checked 2026-10-20). Many small ad sets split your results too thin.

## A worked example

Say you spend INR 6,000 a day, which is INR 42,000 a week. Your cost per purchase is about INR 520, so you get about 80 purchases a week.

- **14 ad sets:** 80 / 14 = about 6 purchases per ad set. None reaches 50.
- **2 ad sets:** 80 / 2 = 40 purchases per ad set. Much closer to 50.

Same spend, same results. The second layout gives Meta more to learn from in each ad set.

## A simple layout that works

1. **A test campaign** with separate ad set budgets, to test ideas fairly. See [CBO vs ABO](/compare/cbo-vs-abo).
2. **A scale campaign** with one campaign budget, for what has already won. See [Advantage+ campaign budget](/glossary/advantage-campaign-budget).
3. **A retargeting ad set** for people who visited but did not buy, with a capped budget.

If you use Meta's automated sales campaigns, the structure is much smaller. See [Advantage+ vs manual campaigns](/compare/advantage-plus-vs-manual-campaigns).

## Common mistakes

- Copying every ad into every ad set.
- One ad set per small audience tweak.
- Mixing goals, such as leads and sales, in one campaign.
- Names nobody can read. Use an [ad naming convention](/templates/ad-naming-convention-template).

Marxx can run a 180-day [account audit](/features/creative-intelligence) on a connected Meta ad account. We make Marxx.

## FAQ

### How many campaigns should I run?

One per goal is enough to start. Add another only when the goal, budget rule or audience stage is different.

### How many ads belong in one ad set?

Enough that Meta has real choices, and different enough to matter. See [creative diversity](/glossary/creative-diversity).

### Does structure matter with automated campaigns?

Less. The automated setup handles audience and budget. Your creative still does most of the work.
