An ad set is the middle level of a Meta campaign. It holds your audience, placements, budget and schedule, and it contains one or more ads. Every ad inside it shares those settings (Meta Help Centre, checked 2026-10-20).

## Where it sits

| Level | You set |
|---|---|
| Campaign | The objective, such as sales or leads |
| **Ad set** | Audience, placements, budget, schedule |
| Ad | The creative, format and which Page and Instagram account show it |

One campaign holds one or more ad sets. One ad set holds one or more ads.

## What that means in practice

- Two ads in one ad set cannot have different audiences. Put them in separate ad sets.
- The ad set is where the budget lives, unless you use a campaign budget. See [Advantage+ campaign budget](/glossary/advantage-campaign-budget).
- Meta learns per ad set. An ad set usually leaves the [learning phase](/glossary/learning-phase) after about 50 results in the week after its last significant edit.

## A worked example

Say you test two audiences at INR 4,000 a day each for 14 days. That is INR 56,000 per ad set. Each holds 4 ads.

| Ad set | Audience | Purchases | Cost per purchase |
|---|---|---|---|
| 1 | Broad, India, 22 to 45 | 140 | INR 400 |
| 2 | Interest: home decor | 112 | INR 500 |

Both clear 50 purchases a week, 70 and 56. Ad set 1 buys at INR 400, so you move more budget there. You could not see this if both audiences sat in one ad set.

## How many ad sets?

As few as your plan needs. Every extra ad set splits your results and your budget. If each ad set gets fewer than about 50 results a week, merge some. Read [CBO vs ABO](/compare/cbo-vs-abo) to choose how to fund them.

Put different ideas inside each ad set, not near-copies. See [creative diversity](/glossary/creative-diversity). For the wider picture, see ad account structure.

If you test [broad targeting](/glossary/broad-targeting), use one broad ad set and keep the rest of the settings plain.

## FAQ

### What is the Google Ads version of an ad set?

Google calls the same level an ad group. It holds one or more ads that share similar targets, such as a keyword list.

### What is the difference between an ad set and a campaign?

The campaign holds the objective. The ad set holds who sees the ads, where, for how much and when.

### Does editing an ad set reset learning?

Significant edits can. Meta lists pausing the ad set or changing the optimisation event, audience or creative, and says big budget or bid changes may count too (checked 2026-10-20). Make edits in batches.
