Cost cap is a Meta bid strategy where you name the average cost per result you want, and Meta bids to get as many results as it can near that number. Meta's help pages call it "cost per result goal" (checked 2026-10-20). Meta aims for your number but does not guarantee it.

## How it works

- At the ad set level, you pick "Maximize volume of conversions" as the performance goal. With Advantage+ campaign budget, you first pick "Cost per result goal" as the bid strategy at campaign level. Then you enter the goal amount.
- Meta raises or lowers its bid in each auction to keep your weekly average near the target.
- Day-to-day cost swings. Meta says to judge by the weekly average and to wait at least 7 days after any change.
- It works best with at least 50 to 100 conversions a week.
- It may spend less than your full budget when the market is competitive.

Highest volume works the other way. It spends your full budget and makes no promise on cost. **Bid cap** is different again: it limits the bid in each auction, not the cost you see in reports.

## A worked example

Say each order earns you INR 600 in profit, and you want purchases at or below INR 450. You test two ways with INR 30,000 for a week.

| | Highest volume | Cost per result goal INR 450 |
|---|---|---|
| Spend | INR 30,000 | INR 22,500 |
| Purchases | 50 | 45 |
| Cost per purchase | INR 600 | INR 500 |

Meta aimed at INR 450 and landed at INR 500, with INR 7,500 unspent. The last 5 purchases in the first column cost INR 7,500 more. That is INR 1,500 each, more than the INR 600 you earn per order.

## How to pick the number

Start from your profit per order. A target above it loses money. See [break-even ROAS](/glossary/break-even-roas) for the method. Then check your recent [cost per acquisition](/glossary/cpa). A target far below it can starve delivery.

New ad sets need to finish the [learning phase](/glossary/learning-phase) first. Test the goal on a campaign that already gets steady results.

## FAQ

### Is cost cap the same as bid cap?

No. Cost cap steers the average cost per result. Bid cap sets a maximum bid in every auction.

### Does cost cap guarantee my cost?

No. Meta says adherence to the goal is not guaranteed, and your weekly average can land above it.

### Why is my cost cap campaign not spending?

The target may be too low for the market. Raise the goal, widen the audience or add budget, then wait a week.
