Minimum ROAS bidding is a Meta bid strategy where you set the return on ad spend you want, and Meta bids to keep your weekly average near it. Ads Manager now calls it ROAS goal. The Marketing API still uses the name minimum ROAS ([Meta Help Center](https://www.facebook.com/business/help/1113453135474912) and [Meta for Developers](https://developers.facebook.com/docs/marketing-api/bidding/overview/bid-strategy), checked 2026-10-20).

## How to set it

1. At the ad set level, pick "Maximise value of conversions" as the performance goal.
2. Choose ROAS goal as the bid strategy. With Advantage+ campaign budget, choose it at campaign level, then enter the number in each ad set.
3. Type your target as a number. 1.00 is break-even. 1.15 means about INR 115 back for every INR 100 spent.

You also need a working [Meta Pixel](/glossary/meta-pixel) or Meta SDK to send purchase values. Your target should never sit below your [break-even ROAS](/glossary/break-even-roas).

## ROAS goal or highest value?

| | ROAS goal | Highest value |
|---|---|---|
| You set | A target return | No target |
| Priority | Keep return near your target | Spend your full budget |
| Trade-off | May spend less than budget | Return is not guaranteed |

Meta describes both in the same help page. Choose ROAS goal if holding a return matters most. Choose highest value if spending the full budget matters most.

## A worked example

Say your break-even [ROAS](/glossary/roas) is 2.0 and last month's average was 3.0. Meta's advice is to start 10% to 20% below your average ([Meta Help Center](https://www.facebook.com/business/help/288309751798466), checked 2026-10-20). That gives 2.4 to 2.7. You set 2.5 with a budget of INR 5,000 a day.

- Aim: INR 5,000 x 2.5 = about INR 12,500 in purchase value a day.
- After a week you spent INR 35,000 and Meta reports INR 91,000 in purchase value. ROAS = 91,000 / 35,000 = **2.6**. That is on target.

Suppose instead you spent only INR 20,000 of the INR 35,000. The goal is probably too tight. Meta says to lower it by 5% to 10% when a lot of weekly budget is left.

## Rules from Meta

- It works best with 50 to 100 or more conversions a week.
- Day-to-day ROAS moves around. Judge it on weekly averages.
- Wait at least 7 days after a change before you judge it.
- Meta does not guarantee the result. The weekly average can differ from your goal.

## FAQ

### What number should I set?

Start 10% to 20% below your recent average and keep it above break-even. Raise it in small steps once spend is steady.

### Why is my ad set not spending?

Your goal may be too high. Meta says ROAS goal can spend less than your full budget to protect the target. See also [cost cap](/glossary/cost-cap) and [bid cap](/glossary/bid-cap), which control cost per result instead.
