Facebook ads in the Philippines run in Meta Ads Manager, and since 2 June 2025 Meta adds 12% VAT unless you give a valid taxpayer identification number (TIN) and confirm your business status. You can pay by card or PayPal, or by GCash or PayMaya if the account uses pesos.

## Facts that differ in the Philippines (checked 2026-10-20)

| Fact | Philippines |
|---|---|
| Ad transparency | The [Meta Ad Library](/glossary/meta-ad-library) shows every active ad. Ads about elections or politics need [advertiser authorisation](https://www.facebook.com/business/help/208949576550051?country_select=PH) and a "Paid for by" label, and they are added to the Library. |
| Tax on Meta's bill | Meta adds 12% VAT if your "Sold to" address is in the Philippines and you gave no valid TIN. If you do business in the Philippines or are VAT-registered, Meta adds no VAT. You then work out the 12% and pay it to the Bureau of Internal Revenue (BIR) yourself, which is called a reverse charge ([Meta: taxes by country](https://www.facebook.com/business/help/133076073434794)). |
| Main languages | Filipino is the national language. Filipino and, until a law says otherwise, English are the official languages ([1987 Constitution, Article XIV](https://lawphil.net/consti/cons1987.html)). |
| Popular platforms | Ad reach in late 2025: Facebook 95.8 million, YouTube 59.6 million, Instagram 26.9 million, TikTok 64.0 million (adults only) ([DataReportal](https://datareportal.com/reports/digital-2026-philippines)). Ad reach is the audience each platform's ad tool reports, not active users. |
| Payments Meta accepts | Amex, Mastercard and Visa cards, PayPal, GCash and PayMaya. The wallets need an account set to the Philippines and pesos, chosen when you first set up the account ([Meta](https://www.facebook.com/business/help/1908116102787048)). |
| Time zone | UTC+8 all year, no daylight saving ([IANA tz database 2026e](https://www.iana.org/time-zones)). |

## What to run and when

Say you plan PHP 400,000 for the weeks up to Christmas. You put PHP 80,000 into early November to test three hooks, PHP 240,000 behind the winner from Black Friday through mid-December, and PHP 80,000 into the final order-by days. Facebook has the largest ad reach here, and Messenger also reaches 65.8 million, so test message-friendly offers alongside plain link ads.

## Common mistakes

- Assuming the Meta bill already includes VAT when you are VAT-registered. In that case you work out the VAT and pay it to the BIR yourself.
- Skipping the TIN and the VAT status box in the ad account settings.
- Choosing a card when you wanted GCash. Wallets can only be added at first setup.
- Planning on the national list alone, when local special days may apply.
